CE, EN 60598 & EN 62471: EU Compliance for LED Strips Sold Into Europe

Selling LED strip and drivers into the EU isn't complete once the product works - it requires a compliant technical file and the right marks: CE with the Low Voltage and EMC (and often RoHS) declarations, luminaires assessed to EN 60598, and photobiological safety to EN 62471. Importers are legally the manufacturer's representative for compliance, so missing or generic certificates lead to customs holds, marketplace removals and product recalls. Specifying compliant strip, drivers and waterproof components with genuine test reports up front is the difference between a smooth EU shipment and a container held at Rotterdam.

CE Is a Declaration Backed by Standards, Not a Printed Logo

CE marking on LED products reflects conformity with EU legislation - for mains-connected lighting that's primarily the Low Voltage Directive (LVD), the EMC Directive, RoHS (restriction of hazardous substances) and, where relevant, the Ecodesign/energy labeling requirements. The CE mark must be backed by a technical file: test reports, declarations of conformity (DoC), ratings and labeling.

Simply printing a CE logo without the supporting documentation is illegal and increasingly caught - market surveillance authorities and Amazon EU both request the DoC and test reports, and a supplier's generic certificate that doesn't match your exact model won't pass. As importer you carry responsibility for compliance even if the factory 'provided CE', so verify the documents are real and model-specific.

EN 60598: the Luminaire Safety Standard

EN 60598 is the European standard for luminaire safety - covering electrical safety, insulation, thermal (heating), mechanical strength, dust/moisture ingress ratings, construction and markings. A complete LED luminaire or properly specified LED light source/driver combination should be assessed against the relevant EN 60598 parts for its application (general purpose, recessed, wet-location, etc.).

For outdoor and wet-environment strip installations, IP-rated components assessed appropriately matter: an IP67 48V 480-LED/m COB strip provides sealed solid-silicone construction suited to damp/wet zones, while waterproof silicon-tube strip is the cost-effective sealed option for general outdoor and signage use - both need to be specified with their genuine test documentation, not just an IP claim on a listing.

EN 62471: Photobiological (Blue-Light) Safety

EN 62471 assesses photobiological safety - the risk from optical radiation, principally blue-light exposure from white LEDs, especially high-color-temperature and close-proximity sources. Products are assigned an exemption group or risk group (RG0/RG1 are typical for general lighting); the assessment matters for indoor luminaires, desk/close lighting and anywhere people are exposed at short distance.

Most quality general-lighting strip and panels fall into low risk groups, but you need the assessment in the technical file - high-CCT, high-intensity or close-range products are scrutinized more. Ask the supplier for the EN 62471 report matching the exact product rather than assuming all white LEDs are automatically exempt.

Drivers Carry Their Own Compliance

A compliant luminaire is only as compliant as its power supply - the driver must independently meet LVD/EMC and carry CE with its own reports, and dimmable drivers must also comply for the control interfaces used. A 300W dimmable power supply with genuine CE documentation is essential for EU commercial dimmable installations; pairing certified strip with an uncertified driver invalidates the luminaire's compliance and is a common customs failure.

What to Demand From Your Supplier

  • Model-specific Declaration of Conformity (not a generic template).
  • EN 60598 luminaire safety report for the exact product/application.
  • EN 62471 photobiological assessment; RoHS documentation.
  • CE-certified drivers with their own LVD/EMC reports.
  • IP test reports (IEC 60529) for any outdoor/wet-rated claim.
  • Correct labeling: rated voltage/wattage/IP, CE mark, manufacturer details.

Verify the reports name the exact model numbers you're shipping, are from an accredited/recognized lab, and are current. Keep the full technical file for at least ten years as the importer - it's what market surveillance and marketplaces will demand. Compliance specified at purchase is cheap; a held or recalled shipment is enormously expensive.

Frequently Asked Questions

What CE certification do LED strip lights need for the EU?

CE backed by the Low Voltage and EMC Directives (plus RoHS, and ecodesign where applicable), with a model-specific Declaration of Conformity and test reports. Luminaires are assessed to EN 60598 for safety and EN 62471 for photobiological (blue-light) safety; outdoor products also need IP ratings to IEC 60529. The CE mark must be supported by a real technical file.

What is EN 60598 and does it apply to LED strip?

EN 60598 is the European luminaire safety standard covering electrical safety, insulation, heating/thermal, mechanical strength, ingress protection and construction. Complete luminaires and properly specified LED source/driver combinations sold into the EU should be assessed to the relevant EN 60598 parts for their application, including wet-location parts for outdoor IP-rated strip.

What is EN 62471 photobiological safety?

It assesses risk from optical radiation, mainly blue-light exposure from white LEDs, assigning risk/exemption groups (general lighting is typically RG0/RG1). It's especially relevant for high-CCT, high-intensity or close-proximity products, and the assessment must be in the technical file - request the report for the exact model rather than assuming exemption.

Does the LED driver need separate CE certification?

Yes - a luminaire is only compliant if its driver independently meets LVD/EMC with its own CE documentation (e.g. a certified 300W dimmable supply). Pairing certified strip with an uncertified driver invalidates the whole luminaire's compliance and is a frequent customs rejection. Collect driver reports alongside the strip reports.

Who is responsible if LED products fail EU compliance?

The importer placing the goods on the EU market bears legal responsibility, even if the factory 'provided CE'. Generic or mismatched certificates don't satisfy market surveillance or marketplaces. Demand model-specific DoCs and accredited EN 60598/EN 62471/RoHS/IP reports before shipment, verify them, and retain the technical file - held or recalled goods are far costlier than compliant sourcing.
